Conditions of the Employed in private sector[1] of 2010
Enterprises of the Palestinian private sector working in information and communication activities were the most committed employers in terms of employees rights, which was one of the factors that led to raise the level of employers' productivity and thus , this sector recorded the highest productivity.
Weaknesses in human resources management in terms of providing adequate working conditions for employers within the private sector in most economic activities.
Large-sized enterprises of high operational capacity were the most stable in the organizational and managerial structure.
The number of enterprises in the private sector during the month of December of 2010 was 104 thousand enterprises with about 297 thousand employees that comprising 39% of the total operating percentage for all employees in the Palestinian territories of the various institutional sectors. The results indicated that 45% of the total number of employees in the private sector were unwaged employees of whom 90% were male, while the number of waged employees in the private sector 163,293 employees at a percentage of 55% of whom 143,980 employees were permanent and as males 76%, of them ,while temporary employees' number reached 19,313 in the enterprises of private activity as males counting 77% of them and the rest were females.
By economic activity, internal trade recorded the highest employment percentage of unwaged employees, followed by services and industry activities. The percentage of employment among that category of unwaged employees in the activity of internal trade reached 62% of the total employees in this activity, followed by services at 39% and industry at 30%, this percentage in the activity of transport and storage is a less at 15%, followed by the activity of information and communication at 12 %.

With regard to the compositional structure of the non-agricultural private sector, results showed that the majority of these enterprises were small and constitute 96% of the total enterprises. These enterprises absorbed 69% of the total employees, while the percentage of enterprises of the second category (the category of medium-sized enterprises) reached 3% and these enterprises absorbed 12% of the total employees, while the percentage of enterprises of the third category (the category of large-sized enterprises) reached 1% and these enterprises absorbed 19% of the total number of employees. The results indicated that 59% of employees in small enterprises were unwaged employees and that a low percentage of up to 5% were working in small-sized enterprises on temporary basis, while 92% of employees in large-sized enterprises were working for salaries and wages and a low percentage of up to 8% worked in these enterprises without pay as unwaged employees.

About one-third of waged employees in the private sector were working against employment contracts by 38% for females and 30% for males and those contracts were concentrated in the activity of information and communication, where the results of economic series surveys of 2010 showed that the number of waged employees who work under employment contracts in the private sector amounted to 51.779 employees, forming 32% of the total waged employees. As the distribution of waged employees in private sector by employment contracts and economic activity, the results showed that 24% waged employees of males and 21% of waged employees of females in the industrial activity were contracted in their jobs against contracts , and that 83% of the total waged employees of males and 77% of all waged employees of Females in the activity of information and communication were contracted in their jobs against contracts where the Palestinian telecommunications company had the largest share of them.

And the remaining enterprises with outfitted of high labor absorptive capacity (large- sized enterprises) absorbed more than half of waged contracted employees in which and it is about one third in the medium-sized enterprises that reached below 20% in small enterprises, where the results showed that 12% of the total waged employees were males and 21 % of the total waged employees of females were working in small enterprises with employment contracts, labor contracts, while the percentage of employees with employment contracts reached to 58% of the total waged employees in large- sized enterprises.

The percentage of waged employees who received a paid annual leave reached about 55% in large-sized enterprises, and this percentage in medium-sized ones reached to about 37% then to 23% in smaller ones. The results indicated that 24% were of male employees while 23.7% of them were women had access to annual paid leave for their work in small- sized enterprises and 58% of waged employees of males and 56% of waged employees of females had access to paid annual leave for their work in large-sized enterprises.

About one third of waged employees in the private sector had access to health insurance against work-related injuries, and percentages varied according to economic activity , Activities with the most dangerous jobs had access to health insurance exceeded a half of them, while that percentage decreased in the less-dangerous jobs and available data indicated that 32% of waged employees in the private sector had access to health insurance against work injuries, while 68% of them had no access to health insurance against work injuries, this is the percentage of health insured employees against work injuries reached 42% and 64% of the total waged employees of males and females respectively in the industrial activity, and to 48% and 63% of the total waged employees of males and females, respectively, in construction activity which is the most dangerous activity, while it was much reduced in the less serious or less dangerous activities such as trade and internal transport, storage and services.

About 21% of waged permanent employees in the private sector were accessed to compensation at the end of the service, and noted that waged permanent employees and who received compensation allowance at the end of service of their percentage is low in all economic activities except for the activity of information and communications and that the percentage of recipients of compensation allowance at the end of the service was about 70%. On the other hand, the results showed that the percentage of waged employees of males in small enterprises and those who were getting a compensation allowance at the end of the service reached up to 8% of the total waged employees of males with up to 10% of the total waged employees of females, and noted that the percentage raised to about 45% of the total waged employees of males and 38% of the total waged employees of female in large-sized enterprises.

And productivity of employees varied by economic activity, where the information and communication had the highest average of productivity among economic activities to reach USD137.5 thousand, while the rest of economic activities accounted a low production compared with the activity of information and communications. It is clear from available data that the waged employees’ productivity in the activity of Internal Trade came next to information and communication activity and reached around USD 41.6 thousand, while services activity recorded less productivity among economic activities and reached about USD 16.6 thousand .
