Code of Practice for Palestine’s Official Statistics
In August 2006, the Palestinian Council of Ministers approved the Code of Practice for Palestine’s Official Statistics.
The Palestinian Central Bureau of Statistics (PCBS) seeks, thorough issuing the Official Statistics Code of Best Practices to develop nationwide statistical practices and strengthen confidence in the Palestinian statistical system. The Code, based on the experience of other statistically developed countries, touches upon a number of topics significant to strengthening the Palestinian official statistics including their legal framework, the administrative and financial instructions of PCBS, areas of official statistics, the importance of utilizing accumulative data compiled by PCBS, compliance with credibility of statistics used in studies and research, the importance of the media in statistics, the role of the media in publishing accurate data, the role of the official statistical institutions (all statistics units at ministries and government agencies in addition to PCBS), and defining the relationship between the President of PCBS and the Prime Minister, who is the immediate person in charge of PCBS.
The Official Statistics Code of Practice also refers to best practices concerning the relationship between the President of PCBS and the statistics units at ministries and government agencies, the role of the Official Statistics Advisory Council, implementation and interpretation of the Code, best practices of statistical work based on the Fundamental Principles of Official Statistics, and the role of ministries and government agencies.
Code Objectives
The key objectives of the Official Statistics Code of Practice includes:

Provide a nationally-approved code of best practices in the official Palestinian statistical work. The code explains the role and tasks of the official Palestinian statistics stakeholders including the Prime Minister, the Head of the Official Statistics Advisory Council, the President of PCBS, the statistics units at ministries, providers, and users of statistical data;

Circulate the Fundamental Principles of Official Statistics, approved by the UN Statistical Commission, since they constitute main reference to best practices in official statistical work;

Provide further explanation for certain articles and paragraphs of the General Statistics Law number 4 of 2000 thus streamlining official statistical work, especially in relation to the statistical units at ministries, which the Law allows to conduct certain required statistical surveys that PCBS does not engage in; and

The Code constitutes an appropriate framework for the best statistical practices, which all national statistical units must refer to in order to ensure production of accurate national statistics in compliance with integrated professional standards.
